The MOU promotes scientific and educational cooperation related to emerging technologies, strategic supply chains, and workforce development.
This important agreement was signed by Mung Chiang, President of Purdue University, and Ramón E. Martínez De La Guardia, Ambassador of Panama to the United States.
Washington, DC - June 10, 2024. Purdue University and the Ministry of Foreign Affairs of Panama have signed a Memorandum of Understanding (MOU) to enhance educational opportunities and workforce development.
This partnership seeks to leverage Purdue University's expertise and Panama’s strategic national initiatives to create and enhance educational and training programs, promote research collaborations, and support economic growth and technological advancement in Panama as part of efforts to position the country as a destination for investments in the semiconductor industry and other advanced industries.
Under the terms of this MOU, Purdue University and the Ministry of Foreign Affairs of Panama commit to collaborate in the following areas:
Identifying opportunities for educational program development: Jointly identify opportunities with Panamanian government authorities to develop technical and professional educational programs and provide guidance on relevant public policies.
Identifying opportunities for research and exchange: Jointly identify opportunities with Panamanian stakeholders for collaborative research and development initiatives, faculty and student exchanges, and other educational programs in science, technology, engineering, and agriculture.
Identifying funding sources: Jointly identify national and international funding sources to enhance workforce capabilities in semiconductors and emerging technologies, aligning with initiatives such as the CHIPS and Science Act.
Capacity Building: Promote opportunities to develop programs in areas such as semiconductors, cybersecurity, supply chain management, emerging technologies, and other relevant fields to train and develop the Panamanian workforce.
Global Workforce Development Center: Explore the feasibility of establishing a Global Workforce Development Center for Advanced Technology in Panama to support regional efforts in semiconductors, cybersecurity, and other emerging technologies.

"Following U.S. Secretary of Commerce Raimondo’s engagement with the Republic of Panama last year, we enthusiastically look forward to this collaboration as America continues the execution of the 2022 CHIPS and Science Act. "

In addition to the signed Memorandum of Understanding, the Embassy of Panama in the United States and Purdue University, led by President Mung Chiang and Ambassador Ramón Martínez, agreed to join forces to promote as soon as possible agreements with institutions such as SENACYT with the objective of facilitating the access of Panamanians to Purdue University programs. Among other topics, exploring suitable financial mechanisms to enable a greater number of Panamanian students gaining access to a world-class education in advanced disciplines. This joint effort marks a significant step toward empowering the future generation of technology leaders in Panama.
The document was signed at the Embassy of Panama in the United States, in Washington, D.C. The signing ceremony was attended by José Alejandro Rojas, Minister Counselor for Private.
In April, the Panamanian government launched a strategy to develop and promote microelectronics and semiconductor activities in the country. This alliance with Purdue University reinforces actions to achieve the development of this new industry and human talent through academia involvement.
